# Hostinger Cloud Startup Review: What You Actually Get

Cloud Startup is the entry-level plan in Hostinger’s separate Cloud Hosting line, sold alongside Cloud Professional and Cloud Enterprise above it. It sits apart from Hostinger’s Shared Hosting plans (Premium and Unlimited), priced higher, but still runs on the same kind of managed control panel rather than a true self-service cloud server.

That mix of a cloud name and a shared-style panel is exactly why this plan confuses first-time buyers.

We bought this plan ourselves. It’s a real account, not a trial. We built a test site, hostingguider.online, on it and ran the same checks we run on every plan we review: speed, uptime, and security, tested with real tools, not copied from Hostinger’s own marketing pages.

## Is Cloud Startup Worth It? The Quick Answer

**Yes, if you want more room to grow than Hostinger’s Shared Hosting plans offer, and you don’t need true cloud-style auto-scaling.** Cloud Startup gives you more storage, memory, and processing power than Hostinger’s Premium and Unlimited plans, plus a dedicated IP address that those plans don’t list. It’s still managed hosting on Hostinger’s standard control panel, not a self-service cloud server you can scale up and down on demand.

Here’s the evidence in three numbers. First, our test page scored 99 out of 100 on Google’s PageSpeed test, on both desktop and mobile. Second, GTmetrix gave it a 96% Performance score. Third, it stayed online 100% of the time over the last 7 and 30 days, with zero downtime in either window.

**The one thing to check before you buy:** our server for this plan sits in Singapore. Our regional testing found response times fast across Asia and Europe, but slower from North America. If most of your visitors are in the Americas, read Performance Analysis, further down, before deciding.

**Who should look elsewhere:** anyone who wants real auto-scaling cloud infrastructure that expands and shrinks with traffic automatically (Cloud Startup’s resources are fixed once you buy the plan, not elastic), or anyone who’s already comfortable managing a VPS and wants full root-level server control instead.

## **Pros and Cons**

**Pros:**

- Strong speed in our own testing. A 96% Performance score on GTmetrix and 99 out of 100 on Google PageSpeed, for both desktop and mobile.
- Both QUIC and HTTP/3 confirmed active on this plan, newer connection protocols that can speed up page loads. (Our separate Business Web Hosting plan couldn’t confirm this, so this is a real difference between plans, not a website-wide guarantee.)
- 100% uptime in our monitoring across the last 7 and 30 days, with zero downtime in either window.
- Strong security. SSL Labs, an independent checker, gave all four connections we tested an A grade.
- More resources than Hostinger’s Shared Hosting plans: 4 CPU cores and 4 GB of memory, versus 2 cores and 3 GB on Unlimited.
- A dedicated IP address, which Hostinger’s own Cloud Hosting pages list as a Cloud Startup feature that Premium and Unlimited don’t offer. A dedicated IP means your site doesn’t share its address with other customers’ sites, which can help with email deliverability and security.
- Certified as green hosting by the Green Web Foundation, an independent nonprofit that verifies renewable-energy-backed hosting.
- Room to grow: 100 GB of NVMe storage and enough CPU and memory headroom for a site that’s outgrown a basic shared plan.

**Cons:**

- Response times were slower from North America in our regional testing, since this account’s server sits in Singapore. Where your server is located matters more than the plan you pick.
- Despite the cloud name and the dedicated IP, this isn’t self-service cloud infrastructure. You still manage it through Hostinger’s standard hPanel, with no root access and no way to scale resources up or down on demand. If you need genuine cloud elasticity, look at a dedicated cloud platform instead.
- The price you pay after your first term renews is higher than the promotional price you saw at checkout, the same pattern as almost every host. On our account, the jump is from $9.99/mo to $25.99/mo, a roughly 2.6x increase.
- Hostinger’s current public Cloud Startup listing advertises unlimited websites and unlimited mailboxes per site, but our real account is capped at 100 websites and 10 mailboxes per site. Pricing and Plans, further down, explains why the numbers can differ.
- Hostinger doesn’t offer HIPAA-compliant hosting or dedicated (physical, single-tenant) servers on this or any of its plans.

## **Pricing & Plans**

On our account, Cloud Startup costs $9.99/mo on a 12-month term, renewing at $25.99/mo. Hostinger’s current public pricing page lists a lower $7.99/mo starting rate, but that rate needs a 48-month commitment. Always check the contract length next to the price, not just the price by itself.

Cloud Startup is the entry point into Hostinger’s Cloud Hosting line, a separate product category from its Shared Hosting plans. The resource jump from Shared Hosting to Cloud Startup is real. Our own Business Web Hosting account, the closest match to today’s Unlimited plan, gives us 2 CPU cores and 3 GB of memory. Cloud Startup gives us 4 cores and 4 GB, roughly double the processing headroom.

**What our account actually gets, per Hostinger’s own account panel:** 100 websites, 100 GB of NVMe storage, 10 mailboxes per website free for the first year, and room for about 200,000 monthly visits. It also includes 100 PHP workers, more than double the 60 PHP workers on Unlimited. (PHP workers are roughly how many visitor requests the account can handle at once before things slow down.)

**One gap between our account and Hostinger’s current public listing:** Hostinger’s Cloud Startup page now advertises unlimited websites and unlimited mailboxes per website, while our real account caps out at 100 websites and 10 mailboxes per website. Plans and their included limits change over time, so match a plan by its current specs on Hostinger’s own page rather than assuming our account’s numbers still apply to a new purchase today.

**GoDaddy, Bluehost, and HostGator all use the same promo-to-renewal pricing pattern** on their own plans, so the jump from $9.99 to $25.99 isn’t unique to Hostinger. Knowing the real number helps you budget, not just knowing that prices go up.

**Refund policy:**[Hostinger’s official refund policy](https://www.hostinger.com/legal/refund-policy) gives most hosting plans a 30-day money-back window from your purchase date. Domain renewals are not refundable.

**A growing WordPress site:** if your current shared plan feels slow under real traffic, Cloud Startup’s extra CPU cores and memory give you headroom without jumping straight to a VPS.

**A small online store:** 100 GB of storage and standard WooCommerce support fit a shop with a real product catalog, not just a handful of items.

**Someone testing before committing to a VPS:** Cloud Startup’s specs sit between basic shared hosting and a small VPS. It’s a reasonable middle step if you’re not sure you’re ready to manage a server yourself yet.

**Multiple sites that benefit from a dedicated IP:** if you’re running email or a site where sharing an IP address with strangers is a concern, Cloud Startup’s dedicated IP is worth the jump from a cheaper shared plan on its own.

## **Performance Analysis**

Everything below is from our own account, tested by us, not copied from Hostinger’s marketing pages.

### **Core Web Vitals and Speed Scores**

Google’s PageSpeed Insights gave our test page a 99 out of 100 Performance score, on both desktop and mobile. Desktop loaded faster: Largest Contentful Paint (how long the biggest visible element takes to load) came in at 0.4 seconds on desktop versus 1.2 seconds on mobile.

PageSpeed also scored a newer category called Agentic Browsing at 2 out of 2. This checks whether an AI agent, not just a human, could understand the page’s buttons and layout well enough to use it. A 2/2 means every check that applied to our page passed, not that 2 is a fixed maximum score across every site.

GTmetrix, a separate testing tool, gave the same page a 96% Performance score and a 93% Structure score. Structure grades how well-built the underlying code is, a different thing from how fast the page feels to a visitor. Total Blocking Time, a measure of how long the page froze while loading, was 0 milliseconds on desktop in both tools. On mobile, PageSpeed measured it at 20 milliseconds, still fast enough that a visitor wouldn’t notice any freezing.

### **Global Latency: Time to First Byte (TTFB) by Region**

Time to First Byte measures how long it takes the server to start responding once someone requests your page. A lower number is better, and under 200ms is generally considered fast. We tested this from 8 locations using KeyCDN.

Our server for this plan sits in Singapore. That shows clearly in the results.

The pattern here is different from our Business Web Hosting account, which is on a US server. Cloud Startup’s Singapore server is fastest for Asia and reasonably fast for Europe, but noticeably slower for North America and Australia. Where a plan’s server sits matters more than which plan you buy, so ask about server location for your specific account before assuming these exact numbers apply to you.

### **Global Reachability: Multi-Region Check**

We also ran a check from 22 locations around the world using Grafana k6, a different tool that measures full round-trip response time rather than just the first byte. It found 100% uptime and 100% reachability, with an average response time of about 605ms across all 22 locations.

Response times ranged widely by region, from 177ms in Jakarta to over a second in Cape Town, Montreal, and the UAE. This confirms the same Asia-fast, farther-regions-slower pattern the TTFB test found, just with more locations covered.

### **The Reliability Test: Is 100% Uptime Real?**

Uptime means the percentage of time a website was reachable and working, instead of showing an error. Over the last 7 and 30 days, UptimeRobot recorded 100% uptime on our account, with zero incidents in either window. Average response time was 684ms.

That’s a strong result. As with any review, a few weeks of data is a shorter track record than years of history would give you. Check status pages over time if uptime is critical for your project.

### **Security Hardening: SSL/TLS Configuration**

SSL/TLS is the encryption that protects data between a visitor’s browser and your server. You’ve probably seen it as the padlock icon in a browser’s address bar. We checked ours using SSL Labs, an independent testing tool run by the security company Qualys.

SSL Labs tested our site across four separate connections: two IPv4 addresses and two IPv6 addresses, the different paths a visitor’s browser might use to reach us. All four earned an A grade, the highest grade commonly given.

### **Future-Proofing: HTTP/3 and QUIC Support**

HTTP/3 and QUIC are newer, faster internet protocols that some hosts support to speed up connections, especially on unstable networks. On our Cloud Startup account, both are confirmed active.

**This is a genuine difference from our other Hostinger plan.** On our separate Business Web Hosting account, LiteSpeed (the software that usually enables HTTP/3) was off, so we couldn’t confirm support there. On Cloud Startup, it’s on and working. This tells you protocol support can vary by plan and server setup on Hostinger, not something you can assume applies the same way across every plan.

### **The Sustainability Test: Green Web Verification**

The Green Web Foundation, an independent nonprofit, verified that hostingguider.online, on this Cloud Startup account, is hosted green. That means the hosting is backed by renewable energy sourcing.

## **Support & Usability**

### **Do you need technical skills for Cloud Startup?**

No more than Hostinger’s cheaper plans. Cloud Startup doesn’t add technical complexity, it just gives you more resources and a dedicated IP within the same easy interface.

### **Support channels**

Hostinger offers 24/7 live chat and email ticket support on Cloud Startup, the same as its other hosting plans. There’s no phone support listed.

### **What we’ve experienced managing this account**

We’ve owned this account for several months. It runs alongside other sites we manage, and we haven’t needed to escalate a serious support issue. Since our own use has mostly been for testing rather than a single long-running production site, we can’t yet speak to multi-year reliability on this specific plan the way we can for our older Business Web Hosting account.
